Is there a reason why contacts first call is on their last day of Quarantine?

• Our system is being overwhelmed with so many contacts.
• It is better to talk to them once and let them be aware than not talking to them at all.

What's the benefit with testing after 90 days?

• It might not be accurate even though they might be carrying the virus.
• Health Department looks at their case and decide if they should monitor it or not.
